Information about the neighbourhood plans that are now in use

Completed Neighbourhood Development Plans

The first Neighbourhood Plans were ‘made’ (adopted) in 2015, since then Neighbourhood Plans have come forward at an approximate rate of two per year. Recently the number of Plans coming forward has increased, with four ‘made’ during the period August – November 2023 and others anticipated to come forward during 2023-24. We take them into account, when making decisions on planning applications. You can view more information about the plans using the dropdown below:

Brancaster Parish

The Neighbourhood Plan Review (2018) came into force on the 22 February 2021, replacing the previous neighbourhood plan version (2015).

Neighbourhood Plan Review

When updating a neighbourhood plan there are three types of modifications which can be made. These will then determine the process the neighbourhood plan will follow. The modifications are:

  • 1. Minor (non-material) modifications to a neighbourhood plan or order are those which would not materially affect the policies in the plan or permission granted by the order. These may include correcting errors, such as a reference to a supporting document, and would not require examination or a referendum.
  • 2. Material modifications which do not change the nature of the plan or order would require examination but not a referendum. This might, for example, entail a design code that builds on a pre-existing design policy. Or a site or sites which, subject to the decision of the independent examiner, are not so significant or substantial as to change the nature of the plan.
  • 3. Material modifications which do change the nature of the plan or order would require examination and a referendum. This might, for example, involve allocating significant new sites for development.

It was agreed by us, the Parish Council and the Examiner, that this neighbourhood plan review fell under modification 2. This means that, after the examination and decision statement have been signed, the plan comes into legal force without the need of a referendum. The decision statement has been signed as of the 22 February 2021. All appropriate documents of the neighbourhood plan review have been replaced on this website.

Background:

  • The Brancaster Neighbourhood Plan passed its referendum with an 82% vote in favour on a turnout of 33% on 19 November 2015. The plan was then adopted officially on 30th November 2015
  • Brancaster Parish Council prepared a neighbourhood development plan for the whole of its parish
  • A eight week consultation took place on 28 September to 23 November allowing for comments on the Draft Plan Review
  • With agreement from the qualifying body Mr Andrew Ashcroft was appointed as the independent examiner for the Brancaster Review. The examination took place from December and ended on the 15 January 2021.

Burnham Market

This came into force from 26 September 2023.

Background:

  • Burnham Market Parish Council prepared a neighbourhood development plan for the whole of the Burnham Market parish area
  • The Plan was submitted in December 2022; followed by a 6-week consultation; 17 February – 31 March 2023, inclusive
  • a local referendum was held on Thursday, 21 September 2023 (the turnout was 32%; 80.1% of votes supported the plan)
  • the support for the plan was in favour, and is now in force as part of the statutory development plan for the Borough

Castle Acre

This came into force from 10 February 2022.

Background

  • Castle Acre Parish Council prepared a neighbourhood development plan for the whole of its parish
  • The Plan was submitted in October 2020; followed by an 8-week consultation between 26 October – 21 December 2020, a longer timescale than the statutory 6-weeks period (in light of the Covid-19 pandemic)
  • a local referendum was held on Thursday, 27 January 2022 (the turnout was 39.1%; 88.2% of votes supported the plan)
  • the support for the plan was in favour, and is now in force as part of the statutory development plan for the Borough

Gayton and Gayton Thorpe

This came into force from 20 November 2023.

Background

  • Gayton Parish Council prepared a neighbourhood development plan for the whole of the Gayton parish area
  • The Plan was submitted in January 2023; followed by a 6-week consultation; 17 February – 31 March 2023, inclusive
  • a local referendum was held on Thursday, 9 November 2023 (the turnout was 16.3%; 86.6% of votes supported the plan)
  • the support for the plan was in favour, and is now in force as part of the statutory development plan for the Borough

Grimston, Pott Row, Roydon & Congham

The Grimston, Pott Row, Roydon & Congham Neighbourhood Plan was adopted and came into force from 27 August 2024 and is now a part of the statutory development plan for the Borough. It covers the parishes of Grimston, Roydon and Congham.

Background

  • Grimston Parish Council (appointed Qualifying Body, on behalf of Roydon and Congham Parish Councils) led the preparation of a Neighbourhood Development Plan, a guide that shapes the development for the whole of the Grimston, Roydon and Congham Parish areas
  • A local referendum was held on Thursday 22 August 2024, where 86.4% of votes supported adoption of a Grimston, Pott Row, Roydon & Congham Neighbourhood Plan
  • The draft Grimston, Pott Row, Roydon & Congham Neighbourhood Plan was submitted in March 2023; followed by statutory consultation, from 19 May 2023 - 18 August 2023 (inclusive) and independent examination (August 2023 – May 2024)

Heacham

This came into force from 30 June 2022.

Background:

  • Heacham Parish Council prepared a neighbourhood development plan for the whole of its parish
  • The Plan was submitted in March 2021; followed by an 8-week consultation between 6 April – 1 June 2021, a longer timescale than the statutory 6-weeks period (in light of the Covid-19 pandemic)
  • a local referendum was held on Thursday, 16 June 2022 (the turnout was 23%; 83.3% of votes supported the plan)
  • the support for the plan was in favour, and is now in force as part of the statutory development plan for the Borough

Holme-next-the-Sea

This came into force from 27 July 2021.

Background:

  • Holme Next The Sea Parish Council prepared a neighbourhood plan for the whole of its parish
  • a six week consultation took place from 30 September to 11 November 2019, allowing for comments on the draft plan
  • a local referendum was held on 22 July 2021 (the turnout was 61.1%, and 89.4% of votes supported the plan)
  • the support for the plan was in favour, and it's now in force

Hunstanton

This came into force from 30 June 2022.

Background:

  • Hunstanton Town Council prepared a neighbourhood development plan for the whole of the Hunstanton parish area
  • The Plan was submitted in March 2021; followed by an 8-week consultation between 30 March – 25 May 2021, a longer timescale than the statutory 6-weeks period (in light of the Covid-19 pandemic)
  • a local referendum was held on Thursday, 16 June 2022 (the turnout was 19.8%; 79.8% of votes supported the plan)
  • the support for the plan was in favour, and is now in force as part of the statutory development plan for the Borough

Old Hunstanton

This plan was adopted and came into force from 15 February 2024 and is now part of statutory development plan for the Borough.

Background:

  • In 2018, Old Hunstanton Parish Council decided to prepare Neighbourhood Development Plan
  • The draft “Old Hunstanton Neighbourhood Plan” was submitted in August 2022; followed by six weeks consultation from 30 September 2022 until 11 November 2022
  • In January 2023 the Borough Council, in agreement with Old Hunstanton Parish Council appointed a relevant examiner which finished on 3 July 2023 with Examiners Recommended Modifications
  • Further consultation took place during autumn 2023 on proposals to deviate from the Examiners Recommendations
  • A local referendum was held on 8 February 2024, where 91.5% of votes supported adoption of an Old Hunstanton Neighbourhood Plan, which was thereafter adopted by Borough Council on 15 February 2024 will now sit alongside the Local Plan and will be taken into consideration when decisions are made on Planning Matters

Sedgeford Parish

This came into force from 16 September 2019.

Background:

  • Sedgeford Parish Council prepared a neighbourhood plan for the whole of its parish
  • a six-week consultation took place from 25 February to 8 April 2019, allowing for comments on the draft plan
  • a local referendum was held on Thursday 5 September 2019 (the turnout was 27.73%, and 86.46% of votes supported the plan)
  • the support for the plan was in favour, and it's now in force

Snettisham Parish

This came into force from 30 November 2018.

Background:

  • Snettisham Parish Council prepared a neighbourhood plan for the whole of its parish
  • a six week consultation took place from 8 May to 22 June 2018, allowing for comments on the draft plan
  • a local referendum was held on 29 November 2018 (the turnout was 26%, and 76.53% of votes supported the plan)
  • the support for the plan was in favour, and it's now in force

South Wootton Parish

The Neighbourhood Plan Review (2015-2036) came into force on 20th January 2023, replacing the previous neighbourhood plan version (2015).

Assessments on which modifications the South Wootton Neighbourhood Plan Review fell under can be found in the Decision Statement. It was agreed by us and the Parish Council, that this neighbourhood plan review falls entirely under modification category 1. This means that there is no requirement for a new examination. The Decision Statement was signed off on 20th January 2023. The previous (2015) Neighbourhood Plan may be viewed on the Completed plans archived documents page.

Background:

  • The South Wootton Neighbourhood Plan passed its referendum with a 90% vote in favour on a turnout of 23% on 12th November 2015. The plan was then adopted officially on 23rd November 2015
  • South Wootton Parish Council prepared a neighbourhood development plan for the whole of its parish
  • The Neighbourhood Plan review started in November 2021 and concluded on 20th January 2022

Stoke Ferry

This came into force from 29 August 2023.

Background:

  • Stoke Ferry Parish Council prepared a neighbourhood development plan for the whole of the Stoke Ferry parish area
  • The Plan was submitted in August 2022; followed by a 6-week consultation; 30 September – 11 November 2022, inclusive
  • A local referendum was held on Thursday, 24 August 2023 (the turnout was 14.5%; 94% of votes supported the plan)
  • The support for the plan was in favour, and is now in force as part of the statutory development plan for the Borough

Terrington St John

This came into force from 12 October 2021.

Background:

  • Terrington Parish Council prepared a neighbourhood development plan for the whole of its parish
  • a seven week consultation took place from 30 March to 18 May 2021, allowing for comments on the draft plan
  • a local referendum was held on Thursday 30 September 2021 (the turnout was 14.13%, and 77% of votes supported the plan)
  • the support for the plan was in favour, and it's now in force

Thornham

This came into force from 27 July 2021.

  • an eight week consultation took place from 20 July to 14 September 2020, allowing for comments on the draft plan
  • a local referendum was held on 22 July 2021 (the turnout was 31.4%, and 89.6% of votes supported the plan)
  • the support for the plan was in favour, and it's now in force

Tilney All Saints

This came into force from 27 July 2021.

  • an eight week consultation took place from 2 November to 28 December 2020, allowing for comments on the draft plan
  • a local referendum was held on 22 July 2021 (the turnout was 19.6%, and 90.4% of votes supported the plan)
  • the support for the plan was in favour, and it's now in force

This came into force from October 2017.

Watlington

This plan was adopted and came into force from 13 December 2023 and is now a part of the statutory development plan for the Borough.

Background:

  • Watlington Parish Council prepared a Neighbourhood Development Plan, a guide that shapes the development for the whole of the Watlington Parish area
  • A local referendum was held on Thursday 7th December 2023, where 80.1% of votes supported adoption of a Watlington Neighbourhood Plan
  • The draft Watlington Neighbourhood Plan was submitted in March 2023; followed by statutory consultation, from 19 May 2023 - 16 August 2023 (inclusive) and independent examination (August 2023 – September 2023).

This came into force from October 2017.
