Homelessness and Rough Sleeping Strategy 2024 - 2029

Systems support and service culture

8 Hrs systems support and recovery

During the process of developing this strategy, partners and service users talked about how we do things, and how we do things together, more than possibly any other area of work. To achieve the aims of our strategy, our work must be supported by strong structures, designed alongside service users and delivered through positive partnerships.

This strand aims to:

  • work as one borough to achieve prevention, intervention, accommodation and recovery aims.
  • design services with service users.
  • deliver services in line with the values of the partnership.

Our work to develop systems and service culture includes:

  • Partnerships and staffing - launching a new partnership to implement our strategy, developing a ‘best practice’ guide to recruit and retain staff, and supporting the work to establish West Norfolk as a Marmot place (addressing health inequalities in the borough).
  • Lived experience - establishing a co-production group comprising individuals with lived experience of homelessness, and embedding trauma-informed principles and practices in our work.
  • Communication - creating a communications strategy around homelessness, developing a clear data portal and improving information sharing between partners.
