Authorised Gypsy, Roma and Traveller sites

It’s important to create improved services for Gypsies, Roma and Travellers, whilst balancing the needs of settled communities.

We have a Gypsy and Traveller Accommodation Needs Assessment (GTANA). We use this to guide planning policies in the borough, in relation to:

  • new Gypsy, Roma and Traveller pitches
  • travelling show-people plots

Unauthorised encampments

Everyone has rights, including Gypsies, Roma and Travellers, and people on whose land unauthorised camping takes place.

Nomadic life is not illegal. Gypsy, Roma and Travellers have a basic right to this way of life. It's our aim to ensure all our residents, whether living in settled or temporary communities, are treated equally and with respect. We also recognise we must balance this with the rights of the general public to enjoy private and public land.

When an unauthorised encampment is on Council owned land we may seek to remove the travellers from the land. But only where it’s considered appropriate to do so. When an unauthorised encampment is reported, we’ll:

  • visit to identify the land in question
  • gather information on the group, including the level of any nuisance being caused

Depending on the circumstances, we may serve a notice to the travellers to vacate the land. We may need to apply to the County Court for possession.

Or we may issue a Direction Notice. This instructs the travellers to leave by a certain date.

Due to the legal processes involved, it may take some time to resolve. In most cases, travellers will move on voluntarily without the need for formal eviction or court proceedings.
