The Local Plan 2021-2040

The current Local Plan was adopted in March 2025. This plan guides development and use of land up to 2040. It will steer and shape new development, setting out the long term plans for the borough (up to 15 years ahead). It contains a number of borough wide policies to help shape new development and it provides the spatial strategy for growth within the borough (i.e. what development goes where, when and how it can be delivered). Local Plan explanatory notes

Since adoption of the Plan in March 2025, a small number of queries have been raised about how policies should be applied in practice. In response, we have prepared explanatory/ guidance notes, to assist both decision-makers and parties preparing planning applications. These notes may be viewed below.

As part of Policy LP27 of the adopted Local Plan, the Council stated that it would produce an Air Quality Management Strategy in relation to the potential impacts from traffic to both Roydon Common and Dersingham Bog. After investing the issues further with Natural England, it was agreed that a separate Air Quality Management Strategy will no longer be necessary to address such issues.

As no longer producing an Air Quality Management Strategy will materially impact part of Policy LP27, the Council took the decision on whether to produce a Strategy or not through its Member Delegation process. This decision was taken on 28 October 2025.

The Council will, however, readdress this issue in a future Local Plan through its evidence base.
