Authority Monitoring Reports (AMR)

Our monitoring report

Monitoring is a key aspect of the planning process of “plan, monitor and review”. It provides the crucial evidence base needed to assess the effectiveness and relevance of our current policies and ensures they deliver against local needs.

The Authority Monitoring Report (AMR) is a vital tool for achieving transparency and continuous improvement in local planning.

AMRs contain the following information:

Authority Monitoring Reports cover the financial year period from 1 April to 31 March and are normally completed by December each year. The AMR for the 2024/25 monitoring year will be the final report on the Core Strategy (2011) and the Site Allocation and Development Management Policies Strategy (SADMP) (2016). This is because the replacement Local Plan 2021 - 2040 was adopted on 27 March 2025. Future AMRs will therefore focus on monitoring the effectiveness and performance of Local Plan 2021 - 2040, which has now superseded the Core Strategy and SADMP Plans.

These are supported by an Interactive Monitoring Map, launched in August 2025. This enables users to view monitoring data such as housing completions.

Our monitoring reports and related documents can be viewed on our Online Housing Monitoring Map page below.

Local Plan Housing Allocations StoryMap

We have created an interactive StoryMap which enables users to view the progress of Local Plan housing allocations. This includes the number of new homes which have been delivered on each allocation. Users can scroll through each site based on Local Plan order or move around the map freely and locate the site they are after.

Launched in December 2025 it is based on information and site visits over the Summer of 2025. The intention is to update annually alongside the Authority Monitoring Report. Whilst every effort has been made to ensure the accuracy of the information If you do happen to spot something amiss, please do let us know at planning.policy@west-norfolk.gov.uk.
