Find out about the delivery plan that aims to maximise the potential of the riverfront area in King's Lynn
The riverfront site - Nelson Quay
Nelson Quay is the working title for a proposed development at King's Lynn's South Quay and Boal Quay.
South Quay and Boal Quay are former industrial sites owned by us. They're in a prime location adjacent to the river and the historic area of the town.
The masterplan for the scheme shows mostly residential development. But also includes an element of retail and commercial development, including a boutique hotel.
The sites at South Quay grain silos and the former Sommerfeld and Thomas are not included within this application. But they may be included in other future plans.
We commissioned the specialist development and regeneration consultancy Urban Delivery to prepare a delivery plan. The plan aims to maximise the potential of the riverfront area in King's Lynn. The final delivery plan has been formally adopted by us.
In total, 41,329sqm (436 homes) and 7,659 sqm of commercial space have been outlined within the masterplan.
This development will complement existing quayside attractions, which include:
- pleasure-boat moorings on the pontoons
- a series of bars and restaurants
- a hotel
- the iconic Custom House
Creating a high quality public space, which makes the most of the site's historic setting and riverfront location, is a core element of the proposal.
We've already invested approximately £5m in:
- land assembly
- land clearance
- road infrastructure
- transport improvements
The proposed development includes retention of the bus gate on Harding's Way. A separate King's Lynn wide transport study is underway, which is looking to tackle town-wide congestion and air quality.
This study may recommend changes to highways, which could affect Harding's Way. However, this does not form part of the Nelson Quay planning application.
Boal Quay car park is a large public car park. A separate Parking Strategy is being developed for King's Lynn as a whole, which will aim to identify a more suitable location for this car park. The proposed Nelson Quay scheme will include the option to retain public car parking on site if a suitable alternative is not identified.
Nelson Quay is being designed to support the existing fishing co-operative, which is both a cultural and economic asset for the town.
Landscaping will be developed to ensure new homes do not impact upon the viability of these co-operatives.
Ecological studies will be carried out on the site and will inform the Environmental Impact Assessment for the planning application.
We asked for your views on the draft proposals for the development of the riverfront area of King's Lynn.
The consultation was open between 22 November and 6 December.
Our consultation is now closed.
Once the consultation feedback has been considered, and where possible, used to inform any revisions to the proposed scheme, a planning application will be prepared.
It's anticipated that the planning application will be submitted in February 2019.
The application is in two parts:
- seeking full planning permission for infrastructure, and
- outline planning permission to cover the parameters of the remaining built development
Subject to planning approval, construction work for the site infrastructure is due to start in 2020.
We'll now need to:
- apply for outline planning for the scheme
- look to secure a joint venture, developer partner or investor
