Cabinet roles and responsibilities set to be agreed this week

The roles and responsibilities of the Cabinet members at the Borough Council of King's Lynn & West Norfolk are set to be agreed at a meeting of the Cabinet on 15 June 2021.

Cllr Stuart Dark, Leader of the Borough Council of King's Lynn & West Norfolk, said: "Over the past 15 months of Covid unprecedented demands have been placed on council services and finances.  These pressures are likely to continue as west Norfolk emerges from the pandemic with businesses, people and our communities needing our support. 

"In order to provide the best services we can within the financial resources we have available to us, I am proposing that we realign portfolio responsibilities to reflect our priorities of people and communities, regeneration and development, business, tourism, culture and development and Heritage and Environment. Many of the roles had been long-established and had additional responsibilities added over time.

"The new roles will help people understand our priorities and know who is responsible for those areas. To ensure that we have effective and transparent financial management I have also created a new role - Cabinet member for Finance."

The new Cabinet roles are as follows.

Four external facing roles:

  • People and Communities
  • Regeneration and Development
  • Business, Tourism, Culture and Heritage
  • Environment

Three internal facing:

  • Finance
  • Property
  • Corporate Services

Portfolio includes: Vision and strategy for the council, submission of policy to council, external strategic relationships along with overseeing all key support services for the council including staffing matters, health and safety, legal, democratic arrangements and communications.

Portfolio includes: Housing matters including strategy and housing standards, community safety, community grants, welfare and benefits advice, Council Tax and Council Tax Support.

Portfolio includes: Economic development, major funding, residential and commercial investment and development, events, markets, tourism and marketing of the borough

Regeneration Strategy and implementation, delivery or corporate and capital schemes, land use policy, planning and building control policy and CIL

Cllr Paul Kunes, Cabinet Member Environment

Portfolio includes: Biodiversity, air quality strategy, shoreline management and coastal issues, climate change, waste minimisation, waste collection and disposal, food safety and licensing policies

Cllr Angie Dickinson, Cabinet Member for Finance

Portfolio includes: annual budget, capital programme, four year financial plan, investment strategy, treasury management, fees and charges, procurement, performance management and audit

Cllr Adrian Lawrence, Cabinet Member for Property

Portfolio includes: Management of industrial estates, corporate policy relating to land and property acquisition and disposal and management of other council assets.

Portfolio includes: Customer relations and complaints, shared services, CCTV, ICT, Resort management, open spaces and play areas, street cleaning and grounds maintenance
