West Norfolk appoints Emma Kavanagh as Chief Operating Officer

The Borough Council of King’s Lynn and West Norfolk has appointed Emma Kavanagh to the senior leadership position of Chief Operating Officer, following a competitive interview process.

Emma will oversee all operational matters, providing strategic leadership on the frontline services delivered to communities, alongside contributing to the council’s wider strategic direction and decision-making as part of the Executive Team.

Currently Director of Children’s Provider Services at Buckinghamshire Council, a large unitary authority, she has previously served at the London Borough of Hillingdon, Peterborough City Council and Norfolk County Council.

Emma said: “I am really pleased to be joining West Norfolk at such an important time. I have lived in the local area for a number of years and continue to raise my family here, so this role is both professionally and personally significant to me. I look forward to working with colleagues, councillors and partners to deliver strong, reliable services for residents and to help the council navigate the next phase of change with clarity, pace and a clear focus on outcomes.”

Councillor Alistair Beales, the Council Leader, said: “Emma lives locally and she is passionate about serving the community and its long-term success. Her senior level experience at unitary councils and in children’s services will also be invaluable as we move through local government reorganisation. I look forward to working with her.”

Kate Blakemore, Chief Executive, said: “Emma will bring a strong blend of operational and strategic leadership, developed through leading large frontline services, managing significant budgets, and delivering transformation at pace. She is a great choice as Chief Operating Officer and I look forward to her joining the team.”

Emma will start at the council in the coming weeks and will take over from Mark Parkinson, who has held the role of Chief Operating Officer on a purely interim basis.
