Community Governance Review
The Borough Council received a valid Community Governance Petition from the electors of Ten Mile Bank Ward of Hilgay Parish.
The change suggested in the petition requested that Hilgay Parish and its existing wards of Hilgay and Ten Mile Bank are reorganised into two separate parishes each with their own respective councils, split along existing parish and ward boundaries.
The Borough Council had a statutory duty to conduct a review to assess and make a decision in response to this request.
This review is now closed.

On Thursday, 26 March 2026, Full Council voted in favour of reorganising Hilgay Parish and its two wards as two separate parishes with councils.
Next steps
The Borough Council are to draft and seal an Order reorganising Hilgay Parish into Hilgay Parish and Ten Mile Bank Parish. The effective date of reorganisation is 1 April 2027.
The first election cycle date for Ten Mile Bank Parish Council will be 6 May 2027.
