How to apply for CIL funding between £10k and £100k
Apply for funding
Borough CIL funding will only be allocated to projects seeking Infrastructure funding for no less than £10k, but no more than £100k.
The CIL Funding Application is an online process. The applications will be considered on a case-by-case basis and allocated funds by the CIL Spending Panel.

All CIL funding application forms must be completed in full.
Project Quotes
- Funding applications must submit at least 3 quotes from different suppliers.
- If the project requires sourcing of different materials/contractors, 3 quotes for each material/contractor will be required.
- All quotes must relate to the same specification of works/materials (like-for-like).
Funding Application - Validation Criteria
Funding applications MUST meet ALL of the following:
- be located in or close to areas where new developments are coming forward (granted permissions have commenced or are about to commence); and
- increase the provision, capacity or function to benefit a growing community; and
- take into consideration inclusivity and accessibility; and
- be deliverable in the short term (within 2/3 years); and
- be supported by the submission of evidence to confirm the finance arrangements (quotes or procurement process and match funding); and
- VAT where this can be reclaimed; and
- have written support of the Ward Member(s).
CIL Funding will NOT be allocated to:
- up front funding for feasibility studies and professional fees, where there is no guarantee that the infrastructure would be delivered; or
- infrastructure replacement or improvements in areas where there are no major developments commencing and there is limited growth; or
- infrastructure that is not supported by lead statutory bodies, for example, traffic calming or pedestrian crossings if these are not considered as required infrastructure by the Highways Authority, projects within education settings (including Academy and other school or early years settings) that are not supported by Norfolk County Council; or
- Ongoing operational or maintenance costs; or
- VAT where this can be reclaimed.
CIL Funding Applications will be rejected if the project:
- does not meet ALL of the MUST validation criteria; and
- includes ANY of the NOT validation criteria
CIL Funding Decisions
It is important to try and submit your application before the closing date, to allow for the submission of further information, if required.
The CIL Team will review CIL funding applications.
Rejected applications will not be considered by the CIL Spending Panel.
Rejected Applications
Your application will be rejected for the following reasons:
Incomplete Application Forms
You will be told why the application has been rejected.
If the application period has not closed, you may submit further details to cil.funding@west-norfolk.gov.uk.
We will not accept further information, once the application submission period has finished.
Validation criteria not met
You will be told why your application is not valid.
If the validation criteria have not been met, there are no grounds to appeal.
Valid Applications
You will be notified by the CIL Team if your application has been confirmed as valid.
The CIL Spending Panel will review and allocate funding to valid applications, at their calendared meetings.
Allocation of CIL Funding
CIL funding is dependent on how much Borough CIL has been received, between application timetables. This means that there will be times when valid applications may not receive funding, due to limited funds.
Our Spending Strategy does not allow projected future Borough CIL to be allocated to project applications. New application submissions will be required.
Written confirmation of the CIL Spending Panel decision will be provided to applicants with valid applications.
Once CIL funding has been allocated, the results will be published on our Developer Contributions Database.
