Background information

Information on the stages that helped develop the Core Strategy document

Development stages

Lots of work took place before the Core Strategy was adopted. This was to make sure the document was sound, and the right people had been consulted.

The stages completed were:

  • Core Strategy Issues and Options Paper (June 2005)
  • Preferred Options Paper (April 2006)
  • Issues and Options Review (April 2008)
  • Regulations 25 Document (February 2009)
  • Proposed Submission Document (January 2010)
  • Proposed Submission - Focused Changes (September 2010)
  • Schedule of Minor Changes (September 2010)

Sustainability Appraisal

The Core Strategy is a part of the Local Development Framework (LDF). All documents that are part of the LDF, must have a Sustainability Appraisal under the Planning and Compulsory Purchase Act 2004.

The Sustainability Appraisal plays an important part in showing whether the Core Strategy:

  • reflects economic, social and environmental issues in the borough
  • shows a clear reason for policies
  • is accurate

The appraisals completed were in:

  • June 2005
  • April 2006 
  • January 2010
  • September 2010

Appropriate Assessments

If a plan or project is likely to affect habitat or species of European importance, then an Appropriate Assessment will need to be completed. You can find out more about protected species on the European Commission website.

This assessment will:

  • assess likely problems
  • lessen effects
  • find alternatives
  • in worst cases provide compensation

There has been an Appropriate Assessment for all of our internationally designated sites. The completed assessments were:

  • Supporting Habitat Regulations Appropriate Assessment Report (July 2009) 
  • Supporting Habitat Regulations Appropriate Assessment Report (November 2010)
