How to find out if a property is in a flood risk area

Strategic Flood Risk Assessment Level 1

We’re in a group of Norfolk local planning authorities who’ve commissioned a Level 1 Strategic Flood Risk Assessment (SFRA).

The SFRA has been produced in collaboration with the Environment Agency (EA). For certain locations, it updates the existing flood map for planning (this SFRA will inform the EA’s next update).

About the SFRA


  • provides a robust appraisal of the extent and nature of flood risk from all sources of flooding, now, and in the future
  • takes into account the effects of climate change and its implications for land use planning

When preparing the Local Plan, we’re required by National policy to use the results of the SFRA to direct development away from areas at greatest risk of flooding.

The SFRA sets out the flood risk constraints. So it helps:

Where a Level 1 assessment shows that land outside of flood risk areas can’t accommodate all the necessary development, a Level 2 SFRA is required. The level 2 SFRA is a more detailed look at flood risk. You can find out more on our SFRA Level 2 page.

Application requirements

You’ll need to complete a site specific Flood Risk Assessment (FRA) if your site:

  • falls within flood zones two or three on our SFRA maps
  • is at risk of flooding from any other source (for example, residual risk, surface water flooding and ground water flooding)
  • is in flood risk zone 1 and is one hectare or more

Applicants proposing development within breach areas (fluvial and tidal) may need to request detailed information for their site specific Flood Risk Assessment from the Environment Agency.
