Our Management Team

Our structure is organised around the main services we deliver.  

Our Management Team consists of the Chief Executive and three Executive Directors.

Chief Executive - Lorraine Gore

Our Chief Executive has overall corporate management and operations of the council.

She provides professional advice to all parties in the decision making process, including:

  • Cabinet
  • Overview and Scrutiny
  • Full Council
  • other committees

She's responsible for a system of record keeping (with the Monitoring Officer) for all local authority decisions (executive or otherwise).

She is also responsible for:

  • legal services - freedom in information/data protection
  • housing needs / standards / strategic housing

  • internal audit
  • procurement (tenders / contracts)

Executive Director - Debbie Gates

Debbie Gates is responsible for:​

  •  performance management and performance review

  •  graphics and printing
  •  personnel
  •  training and development
  •  democratic services
  •  elections and electoral registration
  •  sewerage provision and drainage control
  •  neighbourhood nuisance (anti - social behaviour and community safety)

Executive Director - Chris Bamfield

Chris Bamfield is responsible for:

  • Tourist Information Centres
  • King's Lynn Town Hall and Stories of Lynn
  • museums and heritage
  • sports grounds, pavilions and pitches
  • public open space including grounds maintenance
  • street cleansing services and public conveniences
  • street lighting (where not Norfolk County Council) and street furniture
  • abandoned vehicles
  • waste management (refuse and recycling)
  • town centre management
  • car parks and markets
  • bus stations in King's Lynn and Hunstanton
  • burial and cremation Services
  • CCTV
  • property services
  • leisure and play areas
  • culture
  • asset management

Executive Director - Geoff Hall

Geoff Hall is responsible for:
