BSL general information
General Overview
The BSL will come into effect on 1 October 2026. This Council’s BSL will be collected by CNC Building Control.

The income raised from the BSL will contribute to fixing building safety defects across England, ensuring residents are safe.
The levy will be calculated by multiplying the total floorspace in square metres by the applicable levy rate. With any developments with 75% built on previously developed land (PDL) known as ‘brownfield’ will receive a 50% discount to levy rates.
The rates for Kings Lynn and West Norfolk have been set by Central Government as:
- Previously Developed Land levy rate - £10.58m2
- Non-Previously Developed Land levy rate - £21.16m2
Anyone submitting an application for building control approval relating to a major residential development on or after 01 October 2026 will be liable to pay the levy. For the purposes of the Building Safety Levy, a major residential development is a development of 10 new dwellings or more.
The levy will not apply to existing applications for dwellings submitted before 1 October 2026. If such existing applications are varied after 1 October 2026, the levy does not apply.
