A borough-wide review of dog fouling and littering is being undertaken to gain a full picture of where there are problem spots and how much of a problem it really is.
An online survey has been produced for residents, town and parish councils, schools and businesses to complete.
Cllr Ian Devereux, cabinet member for Environment, said: "We get a lot of anecdotal information about dog fouling and littering, so we are hoping that by asking specific questions about locations and times of offences we can start to identify where resources need to be targeted and also what local people can do to help.
"The more surveys that are completed, the better the picture we will get, so I would urge everyone to fill in the form, tell us what's happening in their area, and provide specific locations where possible."
The survey is open until the end of July. After that the results will be analysed and a report prepared for consideration by the council's Environment and Community panel.
Updated: This survey is now closed.
