For King's Lynn to grow sustainably, it is essential the
movement of people is considered carefully and the appropriate
transport infrastructure is put in place.
The Urban Development Strategy outlines
the principles of Transport and Movement which outlines that
the following objectives for development, regeneration and
operational aspects of King's Lynn must;
-
organise parking differently to make better use
of space
-
reconfigure movement patterns and user behaviour
to lessen congestion
-
promote opportunities for people to choose public
transport over the car where, practical
-
establish a safe and attractive network of routes
for pedestrians and cyclists
-
minimise the impact of traffic.
The actions that have arisen from these principles and are
incorporated into the Growth Point Integrated
Programme of Development (pdf 515Kb) include:
King's Lynn Area Transport Strategy
The Borough Council are working
in partnership with Norfolk County Council to progress
the
King's Lynn Area Transport Strategy (KLATS). This strategy will
be informed by a new traffic model for King's Lynn and will provide
a framework through which to deliver transport improvements in
King's Lynn. The strategy is fundamental to assist
regeneration and growth in King's Lynn.
The traffic model has been developed
from road side interview surveys, junction and
traffic counts. A series of consultations with key
stakeholders, businesses and the general public took
place in November 2007 to establish the issues people face
with traffic and transport in King's Lynn. Options for traffic
mitigation measures will be tested in the traffic model and
assessed for inclusion in the final strategy which is due to be
completed in Summer 2010.
King's Lynn South Transport Major
Scheme (Community Infrastructure Fund Works)
King's Lynn's Growth Point status
means we have access to government funding streams from the
Department for Communities and Local Government, and the Department
of Transport’s Community Infrastructure Fund to help deliver the
Growth Point Integrated
Programme of Development.
Funding worth £5.3m has been secured
from the Community Infrastructure Fund (CIF) for a major transport
improvement scheme in South Lynn. Work is underway to
implement the package of schemes by 31 March 2011.
The works form the first phase of
implementation of the King's Lynn Area Transport Strategy and will
enable the the development of the Nar Ouse Regeneration Area.
The package of schemes funded from CIF
includes;
The latest news on the progress of the
roadworks is available on Norfolk County Council's website.
Improving access to
the West Lynn - King's Lynn Ferry
The West Lynn - King's Lynn Ferry is a valuable means of
transporting people from the West of King's Lynn without
adding to congestion in the town. Passenger numbers have
significantly increased from 43,000 in 2001 to 90,000 in 2009.
For these reasons, the Urban Development Strategy highlights the
opportunity to enhance the Ferry to increase
passenger numbers and assist in reducing congestion in
the town centre. Further information on the West Lynn Ferry is
available from
Norfolk County Council
Car Parking Study
Surveys took place in October 2007 to establish usage
patterns of the Borough Council owned car parks in King's
Lynn. This will inform a revised car parking strategy for
King's Lynn and contribute to the work of the King's Lynn Area
Transport Strategy (above).
Green Travel Plan
With the assistance of Norfolk County Council, the
Borough Council have adopted a Green Travel Plan
(pdf 2.6Mb) to encourage the use of 'greener' ways for commuting
and business travel. The aim of this is to reduce contribute
to the reduction of the Council's carbon footprint and congestion
for the town.
The Green Travel Plan will contribute to other studies
detailed above and be an exemplar model to promote
to other large employers and traffic generators in King's
Lynn. Norfolk County Council's travel plan team provide
advice and information on producing travel plans.
